Hays are working with a growing public-sector organisation in Sheffield to recruit an ambitious and driven Procurement Officer to support their friendly team. The organisation offers flexible and hybrid working, so only 1 day per week is required in the office, meaning you get a great work-life balance.
Your new role
As Procurement Officer you will help deliver high-quality, compliant procurement activity across the organisation. You'll play a key role in securing value for money, supporting major projects, and ensuring that procurement processes comply with legislation (PA23). This is an excellent opportunity for someone who enjoys working with suppliers, collaborating with stakeholders, and managing a varied workload in a fast-paced public sector environment.
The role will entail:
- Leading framework call-offs and competitive mini-competitions to source goods and services efficiently and compliantly
- Working closely with internal stakeholders to understand requirements, shape specifications, and provide expert procurement guidance
- Conducting supplier negotiations to secure best value, improve terms, and support long-term commercial relationships
- Ensuring all procurement activity aligns with public sector regulations and governance processes
- Supporting contract award processes, mobilisation, and ongoing supplier performance monitoring
- Carrying out market analysis to inform sourcing strategies and identify opportunities for innovation or savings
- Maintaining accurate procurement records and contributing to spend analysis and reporting
What you'll need to succeed
- Proven procurement background gained within the UK Public or Not-for-Profit sector
- Understanding of and experience sourcing under the Procurement Act 2023 (PA23). If you've not sourced under PA23 yet, you must have an extensive background with PCR2015
- Experience of purchasing via frameworks
- Strong communication skills - both written and verbal
- Stakeholder management skills
- Supplier relationship management experience
