This Interim Procurement Manager role is based in Sheffield, responsible for managing a diverse procurement portfolio, leading end-to-end procurement activity, supplier engagement, contract management, and continuous improvement initiatives. This role sits within the bus franchising team so will be leading on this transformation.

This public sector organisation is based in Sheffield, this role is hybrid with 3 days per week onsite.
Description
- Lead end-to-end procurement activity across a diverse portfolio of goods and services, ensuring compliance, value for money, and timely delivery.
- Manage complex procurement exercises from market engagement and tender development through to evaluation, award, and contract implementation.
- Work closely with senior stakeholders, programme teams, and legal colleagues to support the delivery of strategic procurement projects.
- Develop and maintain effective supplier relationships, driving best practice in supplier engagement and contract performance management.
- Support the development of procurement pipelines, spend analysis, and reporting to identify commercial opportunities and efficiencies.
- Provide expert procurement advice and guidance across the organisation, ensuring adherence to procurement legislation, policies, and financial regulations.
- Identify and implement process improvements that enhance procurement performance, governance, and service delivery.
- Support high-profile transport and infrastructure procurement activity, including bus franchising-related programmes where applicable.
Profile
- Proven experience delivering end-to-end procurement activity within a public sector environment, with a strong understanding of public procurement regulations, governance requirements, and value-for-money principles.
- Demonstrable experience leading complex and high-value procurement exercises, from market engagement and tender development through to contract award and implementation.
- Experience working closely with senior stakeholders, including executive leaders, elected members, and other key decision-makers, providing clear procurement advice and recommendations.
- Strong knowledge of the full procurement and contract management lifecycle, including supplier relationship management, contract negotiations, and performance management.
- Experience developing procurement processes, procedures, and tender documentation, with a focus on compliance, efficiency, and continuous improvement.
- Ability to analyse spend data, procurement pipelines, and commercial opportunities to drive efficiencies and support organisational objectives.
- Experience managing multiple priorities within a fast-paced environment and delivering procurement projects to challenging timescales.
- Experience within Local Government, Combined Authorities, Transport Authorities, or the wider public sector would be highly advantageous.
- Bus franchising procurement experience is highly desirable. Candidates with experience supporting, leading, or advising on bus franchising programmes, transport procurements, or major strategic transport projects will be of particular interest.
Job Offer
Interim Procurement Manager for a leading bus franchising programme, this role is 6 months initially paying up to £500 per day (Inside IR35) for the right candidate.
